Binance: world's largest crypto exchange by volume, holding a VASP licence from Dubai's VARA? My 2026 review

The largest crypto exchange in the world by volume is also one of the few platforms serving UAE residents with a local authorisation: a VASP licence from VARA, Dubai's own virtual-assets regulator. The catalogue is the widest and the fees the lowest in our UAE crypto comparison; the 2023 US settlement and the crypto-only scope still need weighing.

Our take

My take on Binance

Founded in 2017 by Changpeng Zhao, Binance has grown into the largest crypto exchange in the world by trading volume, with more than 350 cryptocurrencies on spot, plus futures, staking, a range of Earn products and a payment card. Spot fees sit around 0.1% and fall further when paid in the in-house BNB token, and the minimum deposit is very low. What sets the UAE version of this review apart from most markets is the licence: Binance holds a VASP licence from VARA, the Virtual Assets Regulatory Authority that Dubai created specifically for crypto-assets. In a market where most crypto platforms serve residents under licences held abroad, that local authorisation is the exception rather than the rule, and it is why Binance appears in our UAE crypto, staking and NFT comparisons.

A local licence does not settle the whole question, though. Binance remains a crypto-only platform, with no stocks, no ETFs and no traditional securities account, and its record carries a heavy regulatory episode: a 2023 settlement with US authorities that ended with a roughly $4.3B fine and the departure of its founder. Crypto holdings are not covered by any investor-compensation scheme either, in the Emirates or anywhere else. For a UAE reader who wants a regulated, broadly protected investing account, the well-regulated partners in our UAE comparator sit on firmer ground; for a crypto-focused investor, the combination of scale and a VARA licence is worth understanding properly.

“Few platforms serving UAE residents can point to a local authorisation: Binance holds a VASP licence from Dubai's VARA, and pairs it with the widest crypto catalogue in our UAE comparison. ”

Safety & regulation

Is your money safe?

The UAE regulates virtual assets through several authorities: VARA oversees crypto activity in Dubai, the SCA supervises at federal level, and the FSRA covers the ADGM free zone in Abu Dhabi. The country sits outside the scope of the EU's MiCA regulation, so the European framework you may read about elsewhere simply does not apply here. Against that map, Binance is one of the few platforms in our UAE selection with a documented local authorisation: it holds a VASP licence issued by VARA in Dubai, while rivals such as eToro, Uphold and Nexo serve UAE residents under international licences. Globally, the group operates through separate local entities by region, is registered with EU regulators with a MiCA registration in progress, and is registered with FinCEN in the US as an MSB. The counterweight is just as concrete. In late 2023 Binance reached a settlement with US authorities, paying a fine of around $4.3B, after which its founder stepped down, and that episode still weighs on its record. And no licence, VARA's included, changes the nature of the asset class: the model is custodial, holdings are not covered by the investor-compensation schemes that protect traditional securities, and crypto remains volatile and high-risk. Two-factor authentication is available by app, SMS or security key, and the platform publishes proof of reserves, a useful transparency signal that is still no substitute for statutory protection.

Fees & spreads

What does it really cost?

The schedule behind the lowest fees in our UAE crypto comparison is a short one. Spot trading starts around 0.1% per trade, and that rate falls further when fees are paid in the in-house BNB token; the minimum deposit is very low and crypto deposits are free, with spot, futures, staking, Earn and a payment card all under the one account. Two costs deserve attention before you commit: withdrawals carry a network fee that varies by coin, and futures and other advanced products are priced on their own schedules, which can add up quickly for an active trader. The headline spot rate is low, but the full cost depends heavily on which products you actually use.

Two UAE specifics then work in favour of those low fees. Crypto markets quote in dollar terms while you earn and spend in dirhams, and the AED's peg at roughly 3.6725 to the US dollar keeps that conversion stable and predictable; the cost worth checking is whatever your own bank charges to move money, since crypto deposits on the platform itself are free. Tax is the other half: the UAE levies no personal income tax and no capital gains tax on resident individuals, so crypto gains are generally tax-free for a UAE tax resident. The 9% federal corporate tax applies to business profits above AED 375,000, not to an individual's personal account. This is general information rather than tax advice, and non-residents may still owe tax in their home country. Where a 0.1% fee difference gets diluted by tax in most markets, in the Emirates what you save on fees you keep in full.

Account Min. deposit Spread from Commission
Personal crypto account The standard account. Crypto only, no tax wrapper, no securities. $1 Spot from about 0.1% per trade
Verified account (full features) Identity-verified tier that unlocks higher limits and more products. $1 Same trading pricing, higher limits

Real-world scenarios

Real-world scenarios

Three trader profiles and their monthly cost.

  1. Buy-and-hold investor, a few major coins

Occasional spot purchases of large-cap coins, no leverage, single account.

Spot fees around 0.1% and a very low minimum deposit. This is a straightforward case, though the holdings carry no investor-compensation cover.

  2. Beginner wanting a simple, protected first account

New investor looking for an easy, regulated way to start, ideally with stocks or ETFs too.

Not the best fit: crypto only, a dense interface and no investor protection. A regulated partner is a calmer place to begin.

  3. Active trader using futures and Earn

Frequent use of futures, staking and Earn products across several coins.

Low headline spot fees, but futures and advanced products are priced separately and add up. Costs and risk both rise with leverage.

Instruments & markets covered

Instruments & markets covered

The catalogue is the widest in our UAE crypto comparison: more than 350 cryptocurrencies on spot, perpetual and dated futures, staking and a range of Earn products, plus a crypto payment card. The Earn shelf runs from flexible savings you can exit at any time to locked staking across one of the broadest selections of stakeable coins on the market, which is why Binance also features in our UAE staking comparison. One feature is unique in our UAE selection: Binance runs a genuine NFT marketplace, where you browse and buy NFTs directly with the crypto in your account, whereas the other platforms we list for UAE residents are on-ramps to the underlying coins rather than places to buy NFTs. NFTs remain unique, illiquid and highly speculative assets, so treat that corner of the platform as speculation, not investment.

The local licence changes none of the flip side. Binance remains crypto only: no stocks, no ETFs, no traditional securities account. It cannot be the single home for a diversified portfolio, so a UAE investor who wants equities alongside crypto will need a second account with a multi-asset broker from our UAE comparator. And the sheer breadth of products, from leveraged futures to staking mechanics, can overwhelm a beginner who simply wants to buy and hold a few coins.

Who this broker is for

Who this broker is for

  1. Crypto-focused UAE resident

The strongest case for Binance in the Emirates: 350+ coins, spot fees around 0.1% lowered with BNB, the widest Earn shelf, and a VASP licence from Dubai's VARA rather than only foreign registrations. With no personal capital gains tax for UAE resident individuals, low fees are worth proportionally more here, provided you accept the risks of a volatile, uncompensated asset class.

  2. Beginner in the Emirates

The breadth of products, from leveraged futures to staking mechanics, can overwhelm someone who simply wants to buy and hold, and there is no traditional demo account. A beginner in Dubai or Abu Dhabi who wants guidance will find eToro, the platform we rate highest overall for UAE residents, an easier regulated starting point.

  3. Investor who wants a regulated, diversified account

Binance is crypto only: no stocks, no ETFs, no securities account, and no investor-compensation cover, VARA licence or not. A UAE reader building a diversified portfolio should weigh a well-regulated multi-asset broker such as XTB from our UAE comparator before, or instead of, opening here.

The verdict

The verdict

For a UAE reader, Binance presents a sharper trade-off than in most markets. On one side sits a combination few platforms can match locally: the widest crypto catalogue and the lowest fees in our UAE crypto comparison, a genuine NFT marketplace, the widest Earn shelf, and a VASP licence from Dubai's VARA at a time when most rivals serve UAE residents from licences held abroad. The Emirates' zero personal tax on investment gains lets those low fees compound in full. On the other side sit the same limits we flag everywhere, none of which a local licence removes: a crypto-only scope with no stocks or ETFs, a heavy 2023 settlement with US authorities on its record, a custodial model, and no investor-compensation cover on crypto holdings anywhere. Our 5.6/10 rating reflects that split: wide and cheap on crypto, marked down on regulatory history, scope and the learning curve. The crypto-focused UAE resident who understands the risks gets real value here; a beginner will find eToro, the platform we rate highest overall for UAE residents, a calmer regulated on-ramp with real crypto ownership, and anyone who wants stocks and ETFs under strong regulation should look at XTB or another option from our UAE comparator instead.

Frequently asked questions

FAQ Binance

Is Binance reliable?

Binance is the largest crypto exchange in the world by volume, founded in 2017, and it is one of the few platforms in our UAE selection with a local authorisation: a VASP licence from VARA, Dubai's virtual-assets regulator, alongside an EU registration (MiCA in progress) and FinCEN (US, MSB). Weigh two things against that: a 2023 settlement with US authorities of around $4.3B, after which the founder stepped down, and the fact that crypto holdings carry no investor-compensation cover, in the UAE or anywhere else.

Why choose Binance?

For the breadth of its crypto offering from the Emirates: 350+ coins, spot, futures, the widest Earn and staking shelf in our UAE selection, the only genuine NFT marketplace on our UAE list, and low spot fees, all under a platform holding a VASP licence from Dubai's VARA. It is crypto only, so it suits an investor focused on digital assets rather than someone who also wants stocks or ETFs.

What are the fees at Binance?

Spot trading starts around 0.1% per trade, lowered when fees are paid in the BNB token. Crypto deposits are free; withdrawals carry a network fee that varies by coin, and futures and other products are priced separately. For a UAE resident individual the fee side is the whole story, as the Emirates levy no personal income tax and no capital gains tax on investment gains; non-residents may still owe tax in their home country.

Who is Binance for?

A crypto-focused UAE resident who wants the widest choice of coins on a VARA-licensed platform and is comfortable managing the risks of a volatile, uncompensated asset class. A beginner, or an investor who wants stocks and ETFs under strong regulation, is better served by eToro or a well-regulated multi-asset broker such as XTB from our UAE comparator.

Is it easy to withdraw from Binance?

Crypto deposits are free, and withdrawals to your own wallet carry a network fee that varies by coin. There is no traditional cash withdrawal to a securities account because Binance is a crypto-only platform. Crypto markets quote in dollar terms while you spend in dirhams; the AED's peg at roughly 3.6725 to the US dollar keeps that conversion predictable, so the cost to check is what your own bank charges to move money.
